Foundational Beliefs
- Local school corporations in cooperation with EES personnel are responsible for providing appropriate special education programs and services to students with disabilities that are consistent with State and Federal law.
- Local schools and EES administration are jointly responsible for providing the necessary support and guidance to teachers in their efforts to improve student outcomes through effective instruction.
- Unless their needs warrant intense remediation or an alternative curriculum, students are best served in their neighborhood schools in the general education setting.
- Decisions about building based special education programs and services are best made by the building principal and instructional personnel with advice from EES.
- EES has a duty to develop appropriate procedures and provide training to local administration and staff on special education procedures as outlined in Article 7 and IDEA.
- Local district employees have an obligation to implement recommended procedures in order to remain compliant with Article 7 and IDEA.
- Special education programs housed in local school buildings are most effectively provided and supervised by local district administration with support from EES. Itinerant programs are most effectively provided and supervised by EES administration with support from building principals.
- Professional experiences to teachers and paraprofessionals is effectively provided as a collaborative venture between the local schools and EES.
- Educational services to students with disabilities are enhanced by fostering positive relationships with parents and collaborating with community agencies.
